Mysore/Mysuru: Mysuru city, recognised as the second-fastest-growing city after the State capital Bengaluru, is set to witness significant urban development with the Mysuru Urban Development Authority (MUDA) submitting a comprehensive Detailed Project Report (DPR) for Group Housing to the Government for approval.

This marks a crucial step towards initiating the eagerly anticipated Group Housing Project. The primary objective of this project is to construct affordable housing for individuals from the middle-class and economically backward sections.

The proposed project is slated to be implemented in specific areas, namely Vijayanagar Fourth Stage, Second Phase, and Ramakrishnanagar A and B Block under the jurisdiction of Dattagalli and Dr. B.R. Ambedkar Nagar, which is under Sathagalli B jurisdiction.

The inaugural project is set to commence in Vijayanagar Fourth Stage and in line with this, the DPR has been submitted. Star of Mysore has accessed the copy of the proposal submitted by the MUDA Commissioner.

Vijayanagar Fourth Stage first

The initiative aims to address the housing needs of aspiring residents, offering them quality homes at reasonable prices. As a first step, MUDA is planning to build 408 group houses in            Vijayanagar Fourth Stage, Second Phase.

MUDA had initially formulated the Group Housing DPR on Dec. 21, 2012, with an estimated value of Rs. 209.84 crore. Subsequently, administrative approval was granted on Feb. 6, 2013, contingent upon specific conditions. Unfortunately, the project faced obstacles as the Government did not sanction the proposed distribution pattern.

Given the impracticality of implementing the project that received administrative approval in 2013, MUDA has revisited the drawing board and presented a fresh DPR. The revised proposal is a response to the pressing demand for affordable housing in Mysuru.

The last demand survey revealed a remarkable interest, with over 26,000 individuals expressing their desire to own a house within the Group Housing Scheme. Additionally, there are more than 80,000 aspirants eagerly awaiting the allocation of house sites.

Fresh DPR                                              

Following continuous communication with the Government, MUDA was directed to formulate a new DPR on Oct. 10, 2022, specifically for the Group Housing Project, this time adopting a public-private partnership approach.

Following this directive, both the Urban Development Minister and the Mysuru District Minister instructed MUDA on Nov. 6, 2023, where it was given the go-ahead to independently proceed with the housing scheme for which MUDA prepared a new DPR incorporating the changes recommended by the Urban Development Department. 

408 2BHK houses

According to the DPR, the proposed project in Vijayanagar Fourth Stage, Second Phase outlines the construction of 408 2 BHK houses in two blocks. The location will have three towers comprising 10 floors in two towers and 12 floors in one tower.

Block I, consisting of 96 houses, will be designed with a basement, stilt (supporting columns), and a total of 12 floors. The dimensions of Block I houses are specified to have a width of 74.48 sq.mts. Block II, featuring 240 houses, will be constructed with a basement, stilt and 10 floors. The houses in Block II will vary in width, ranging from 56.87 sq.mts to 62.73 sq.mts.

The remaining 72 houses, excluding the initially planned 336 homes (out of the total 408), will also be constructed in a similar manner, maintaining the same design features with a basement, stilt and multiple floors.

In Vijayanagar Fourth Stage, Second Phase, a total of 408 houses will be constructed and the land earmarked for the project is just 14 metres from the double road for ease of commute. The cost of construction for Block I is Rs. 57.54 lakh per house including land, establishment, water and electricity and per unit of Block II will cost Rs. 60.05 lakh. Shear wall technology will be used to construct the multi-story buildings.

Competitive pricing

The DPR states that at present, one BHK home developed by private parties sells at Rs. 25 lakh to Rs. 30 lakh while a two BHK house sells for Rs. 50 to Rs. 55 lakh and as such, the rates offered by MUDA Group Housing are competitive in nature.

MUDA will need Rs. 181.33 crore to build the group houses in Vijayanagar Fourth Stage, Second Phase and an amount of Rs. 200 crore earned through the sale of sites, has been kept as a fixed deposit in banks and this fund can be utilised for the project. The other required funds will be managed in stages once the project starts, the DPR explained.

Mysore/Mysuru: The information that the MUDA is launching a Group Housing Project in                  different layouts and in different phases is no good news. The past experience of low income, middle income and the higher income group of people is not a happy one.

When D. Madegowda was the CITB Chairman (1986-1988), a similar project was undertaken and the beneficiaries were selected to a great extent in a fair and just manner. However, soon thereafter, corruption began to plague this project. I remember to have helped a middle income group widow who had purchased a MIG House near Vivekananda Circle. The house had no Underground Drainage (UGD) connection nor electricity. The windows and doors had to be replaced for obvious reasons. The lady had to spend extra money as a result.

Small wonder, when there are mass housing and multi-storeyed apartment projects under the Slum Clearance Board and other government agencies, should the MUDA rush into an area where it has already muddied its hands. The city will not definitely “witness significant urban developments” as claimed in the reports under this Group Housing Project.

Group Housing Projects by MUDA is a very complex, complicated and venal one involving so many agencies and complaints as experienced in the past. Apart from financial issues, there are other issues like completing the project on scheduled date. MUDA never delivered houses on schedule                                                           in the past and no guarantee that it will happen in the future. The beneficiary or allottee may have made the payment as per the demand on time but the houses would never be delivered on time. These are the past experience of the aspirants of Group Housing Projects of MUDA.

Incidentally, MUDA Commissioner G.T. Dinesh Kumar, who was apparently involved in preparing this project, including the DPR, has been transferred and Arul Kumar has been appointed as new Commissioner. Inevitably, the new Commissioner needs time to study the DPR and take it forward.

In view of these complexities in the project, the best way for MUDA to help the beneficiaries is to allot the house sites of varying sizes that will suit the financial position of beneficiaries belonging to LIG, MIG and HIG and allow the allottees to build their own houses.

MUDA must stop becoming a house builder like in the past when the CITB was set up. Those were different times when the concept of private layouts and builders were not in vogue. The present MUDA has failed the beneficiaries in the matter of giving them houses under its Group Housing Project and there is no guarantee it will succeed now.

Anyway, should the government in its wisdom decide to go for Group Housing Project, the wisdom lies in giving the project on turn-key basis to private builders with MUDA’s role limited to providing land, identifying the beneficiaries and allotting the houses or apartments.

Mysore/Mysuru: In a late night development, yesterday, the transfer of current MUDA Commissioner G.T. Dinesh Kumar was put on hold based on the instructions from the Urban Development Minister.

Last evening, the Government had named Arul Kumar, who was serving as Deputy Secretary, Department of Finance, as the MUDA Commissioner. Although Dinesh Kumar was transferred, no decision was made on his place of posting. Following the Government order, Arul Kumar was supposed to take charge today at 10.30 am.

MUDA sources told Star of Mysore that there is no communication from Arul Kumar regarding assuming charge. Adding weight to the indication that his transfer has been temporarily halted, Dinesh Kumar was present at the office this morning, attending to his routine duties.

Sources indicate that Dinesh Kumar informed Urban Development Minister Byrathi Suresh  and Mysuru District Minister Dr. H.C. Mahadevappa that he currently serves as Nodal Officer for Electronic Voting Machines and Voter Verifiable Paper Audit Trail to be used in the upcoming Lok Sabha elections.

He emphasised that his involvement in election-related responsibilities would be adversely affected if he were to be transferred at this juncture. Dinesh Kumar pointed out the potential challenges of a new officer taking over, particularly in comprehending the intricacies of election-related tasks.

Subsequent to this communication, Byrathi Suresh verbally directed his Department to postpone Dinesh Kumar’s transfer, taking into account the crucial nature of his election-related responsibilities. The official order confirming Dinesh Kumar’s continuation as MUDA Commissioner is anticipated to be issued later this evening, sources added.

Arul Kumar, a 2004-batch senior KAS officer from Chamarajanagar, served as the

Tahsildar in Hunsur, Srirangapatna and Nanjangud and later rose to the position of Assistant Commissioner and served in Mandya and Doddaballapur. Additionally, he served as the Joint Director,  Department of Collegiate Education in Mysuru Division.

Other transfers

Meanwhile, Dr. S. Kusumakumari, who was serving as Chief Executive Officer (CEO) of Chikkaballapura Institute of Medical Sciences, has been appointed as the Additional Deputy Commissioner (ADC) of Mysuru City Corporation (MCC),  replacing M.J. Roopa.

K.R. Sujatha, currently serving as Deputy Secretary, Zilla Panchayat, Shivamogga District, has been transferred as Deputy Commissioner (Revenue) of MCC. The current MCC Deputy Commissioner (Revenue) M. Dasegowda has been transferred as Deputy Secretary, Zilla Panchayat,                                 Shivamogga District.

Mysuru Assistant Commissioner (AC) K.R. Rakshith has been transferred as Assistant Commissioner, Hassan and Pandavapura  Assistant Commissioner L.M. Nandeesh has been appointed as Mysuru             Assistant Commissioner.

Bengaluru: After months of wait, the Siddaramaiah-led Congress Government on Friday appointed 34 MLAs of the party as Heads of various State-run Boards and Corporations.

However, barring CESC, no appointments has been made concerning 6 other Mysuru-based Boards and Corporations — MUDA (Mysuru Urban Development Authority), CADA (Command Area Development Authority-Cauvery), KSIC (Karnataka Silk Industries Corporation), MPVL (Mysore Paints and Varnish Limited), KEA (Karnataka Exhibition Authority) and ZAK (Zoo Authority of Karnataka).

Those appointed include: Bengaluru’s Shanthinagar MLA N.A. Haris (BDA), Srirangapatna MLA Rameshbabu Bandisiddegowda (CESC – Chamundeshwari Electricity Supply Corporation), Arasikere MLA K.M. Shivalingegowda (KHB), Gubbi MLA S.R. Srinivas (KSRTC), Chamarajanagar MLA C. Puttarangashetty (MSIL), H.D. Kote MLA Anil Chikkamadu (JLR – Jungle Lodges and Resorts), Bhadravathi MLA B.K. Sangameshwar (Karnataka Rural Infrastructure Development Corporation-Land Army), Sringeri MLA T.D. Rajegowda (Karnataka Renewable Energy Development Limited- KREDL) and Dharwad MLA Vinay Kulkarni (KUWS&DB-Karnataka Urban Water Supply and Drainage Board).

According to the notification, all the postings of the 34 MLAs come with Cabinet ranking for a tenure of 2 years or until further orders. The appointments to Boards and Corporations had come into rough weather after several Ministers including Dr. G. Parameshwara, Satish Jarkiholi and K.N. Rajanna had openly raised strong objections over party workers from their districts being appointed without consulting them. This promoted CM Siddaramaiah to clear the appointment of only MLAs while keeping in abeyance the party workers’ appointments, according to party sources.

Sources said that barring the sitting MLAs, no other Congress party leaders have found place in this first list of appointments to Boards and Corporations.

However, it is learnt that the screening of the second list of appointees, who include party leaders, workers, former Legislators and those who sacrificed their Assembly candidature for the sake of defectors from other parties, is going on and the list may be out in a week or fortnight. The screening is being made based on caste, regional and worthiness considerations.

Meanwhile, it is learnt that former Zilla Panchayat (ZP) President K. Marigowda, who sacrificed his candidature from Chamundeshwari Assembly segment for the sake of Mavinahalli Siddegowda, is most likely to become the MUDA Chairman. Marigowda is said to have been promised of the post by Chief Minister Siddaramaiah ahead of the Assembly polls, it is learnt.

The other aspirants from Mysuru district include  N.R. MLA Tanveer Sait, KPCC Women’s Wing State President Dr. B. Pushpa Amarnath, who is also a former ZP President, former MLAs M.K.Somashekar and H.P. Manjunath, City Congress President R. Murthy, District President Dr. B.J. Vijaykumar and Congress Spokesperson M. Lakshmana.

Lakshmana, Dr.  Vijaykumar, Dr.Yathindra Siddaramaiah, son of Chief Minister Siddaramaiah and Dr. Sushruth Gowda are said to be in the race for the party ticket  from Mysuru-Kodagu Lok Sabha seat, while Dr. Pushpa Amarnath is said to be keen on Chamarajanagar (SC) seat in the forthcoming LS polls.

However, once the official list of Congress candidates for the LS polls is out, the rest of the leaders vying for the LS polls ticket, may find a place in the second list of appointees to head Boards and Corporations in the coming days.

Legislators accuse officials; seek SIT probe

Mysore/Mysuru: The issue of increasing incidents of encroachment and illegal acquisition of Mysuru Urban Development Authority (MUDA) properties by private individuals figured prominently at the MUDA meeting held yesterday where several Legislators, who also serve as MUDA Council Members, have called for a thorough investigation. 

They have demanded either a probe by a Special Investigation Team (SIT) or an inquiry led by a retired High Court Judge to look into cases of land grabbing.

During the meeting chaired by DC Dr. K.V. Rajendra, who is also the MUDA Chairman, the Legislators highlighted attempts to seize approximately 27.34 acres of land within Dattagalli Survey Nos. 27/1, 27/2, 27/4, 29/1a, 32/3, 8/1 and 38/2.

Expressing dissatisfaction with the authorities’ response to land grabbers and encroachers, the Members raised questions about the failure of MUDA officials and Advocates representing MUDA to submit the necessary documents to the Court.

Accusing MUDA officials of apathy and negligence in safeguarding MUDA properties, Legislators expressed the need to appeal to the Government for a probe led by a retired High Court Judge or an SIT probe into land grabbing incidents. Following an extensive discussion on the issue, the meeting decided to take further action based on the Government’s directives.

Chamaraja MLA K. Harishgowda, addressing the media after the meeting, highlighted that the 27 acres of land in Dattagalli Survey Numbers is valued at approximately Rs. 400 crore. Stressing the importance of uncovering the individuals behind the attempted land grab, he affirmed that he and fellow Legislators would persist in their efforts to protect MUDA-owned lands.

Many Legislators advocated for an investigation either by an SIT or a retired High Court Judge. Harishgowda emphasised that the probe should expose the vested interests involved in attempting to seize this prime land worth hundreds of crores.

Nanjangud MLA Darshan Dhruvanarayan highlighted that the matter was sub-judice and discussions focused on exploring legal options. He noted that the awareness of land grabbing attempts surfaced when details regarding the approval in the last meeting were sought.

Darshan Dhruvanarayan underscored that this issue goes beyond MUDA alone, involving various Governments. He called for MUDA to assess the track record of its advocates handling civil cases and suggested assigning cases to advocates with a proven record in civil matters.

Addressing concerns about irregularities in Khata transfer, the meeting decided to temporarily halt Khata transfers and site allocations in new layouts until a Government order is received. Additionally, the meeting resolved to continue the process of allotting alternative sites to land owners on a 50:50 ratio basis, subject to approval from higher MUDA authorities. Decisions regarding this matter will not be made at the Commissioner level.

Another key decision involved directing authorities to present all matters related to map approval of new layouts, changes in land use, and land sanction at the upcoming meeting scheduled for Feb. 3.

While the meeting initially listed 188 topics for discussion, many were adjourned for future meetings. Notably, no decision was reached concerning the plan approval of layouts, a matter expected to be addressed in subsequent meetings.

Mysore/Mysuru: The crucial Mysuru Urban Development Authority (MUDA) meeting was held at its main office auditorium on JLB Road here this morning.

This is the first meeting after a gap of over 4 months, with the last one taking place on Sept. 6, 2023, which was chaired by Deputy Commissioner (DC) Dr. K.V. Rajendra, who is also the  MUDA Chairman.

Today’s MUDA meeting, chaired by the DC, is expected to take up 188 subjects which chiefly include layout plan approval and financial approval for ongoing projects, among others.

MUDA overlooked procedures related to three acres of land in Survey No. 115, say residents

Mysore/Mysuru: A blunder by the Mysuru Urban Development Authority (MUDA) has placed the residents of Rabindranath Tagore (R.T.) Nagar ‘A’ Zone, Outer Ring Road (ORR), in a difficult situation. Despite the satisfaction of constructing their own houses, they are distressed due to the absence of essential amenities necessary for a peaceful living.

The R.T. Nagar, comprising  A, B, C and D Zones, developed by MUDA, encompasses over 150 sites in the ‘A’ zone alone, with some residents having already constructed their houses.

However, they find themselves without basic amenities such as electricity, drinking water and underground drainage (UGD), attributing this shortfall to a significant mistake made by MUDA. The gravity of this error has left them in a predicament with no immediate solution in sight.

During the land acquisition phase preceding the development of R.T. Nagar, MUDA is alleged to have overlooked proper procedures related to three acres of land in Survey No. 115. The landowner, Chikkavanu, took the matter to Court, and the Judge of the Fourth Additional and Sessions Court in the Mysuru district ruled in his favour. Consequently, the site owners are now enduring the consequences, with those who built houses with hopeful aspirations facing an   uncertain future.

Although drinking water pipes have been laid, they remain unused, mirroring the situation with electricity and UGD lines. The connecting lines are pending due to the necessity of passing through the disputed land in Survey No. 115. The only viable resolution lies in Chikkavanu providing consent to MUDA for the acquisition of his land.

 Surprisingly, even officials from Mysuru Urban Development Authority (MUDA) have maintained a distant stance, failing to explore alternative solutions. Despite the residents submitting numerous memorandums, they express dissatisfaction at the lack of a positive response from MUDA. Residents R.K. Nanjunda Swamy, K.U. Thimmaiah, K.S. Girish, Dr. K. Satish, S.J. Lakshman and Adi Narayan voiced their grievances to SOM.

As mentioned earlier, MUDA officials faltered during the acquisition stage by proceeding without consulting the landowner. Blaming MUDA for this lapse, the residents find themselves on the precipice of uncertainty, having invested significant sums in building their houses.

The ‘A’ Zone in question features 15 crossroads. However, once darkness falls, residents are hesitant to step outside due to the lack of adequate lighting. The area is further plagued by overgrown weeds and shrubs, and the menace of reptiles adds to the overall sense of fear among the inhabitants.

No action so far

The absence of basic amenities in R.T. Nagar ‘A’ Zone is exacerbated by the presence of an agricultural field in the middle of the area. Despite submitting memoranda to Mysuru-Kodagu MP Pratap Simmha, MLA G.T. Devegowda and the MUDA Executive Engineer, the residents are yet to see tangible action. While these officials have inspected the site and pledged to take action, no significant progress has been made. In a rather peculiar turn of events during the land acquisition process, MUDA officials summoned me to present land records. Despite complying with their request and providing all necessary records, they questioned my identity. Subsequently, MUDA proceeded with the land acquisition and layout development. In response, I took the matter to Court, challenging MUDA’s actions, and I succeeded in reclaiming ownership of the land. This year, I have utilised the land for cultivating ragi and huruli (horse gram), marking a positive outcome in the face of the earlier legal dispute with MUDA. —Chikkavanu, landowner

Mysore/Mysuru: With the MUDA handing over control of several layouts beyond the Ring Road to Gram Panchayats, former Mayor B.L. Byrappa alleged that the MUDA has stopped registration of sites and issue of Khata transfer and other land records, which has put the public to a lot of hardship.

Addressing a press meet here recently, Byrappa said that land developers and site buyers seem to be at the receiving end as MUDA is not responding to them and so also the Gram Panchayats which are handed over control of Layouts by MUDA. As such, the Chief Minister should look into the issue and find a solution to the problem, he said.

The accused had collected amount from a Bengaluru resident towards brokering MUDA sites    

Mysore/Mysuru: A case has been booked against an advocate and her husband at Vidyaranyapuram Police station on the charges of cheating an elderly person of Rs. 12.24 lakh in the name of facilitating Mysuru Urban Development Authority (MUDA) sites.

Advocate Anitha and her husband Devendra are the couple who have been booked on the basis of a complaint by M. Nagaraju of Bengaluru. The Police have framed various charges under IPC Sections 420 (cheating), 465 (forgery) and 468 r/w 34 (fraudulent/ dishonest motive), against the accused persons.

Nagaraju, a retired MICO employee in Bengaluru is a resident of Kengeri in the same city. He is a native of Dodda Kavalande, Nanjangud taluk, Mysuru district. His son Anil Kumar has married Girijamba of Mysuru. Girijamba knew Anitha, though an advocate by profession, who was running a garment and bangle store in the name of Koustubha Enterprises near Vishweshwaranagar bus stop here.

Anitha had allegedly offered to broker MUDA sites to Girijamba and her family members under Scheduled Caste (SC) quota. Following this, Girijamba’s father-in-law Nagaraju met Anitha in her shop, where the latter offered to broker a site each for the former under senior citizen quota and under SC women’s quota for his wife Mallamma, daughter Suneetha, daughter-in-law Girijamba and her relative Roopa.

On Dec. 26, 2018, Anitha collected Rs. 5 lakh towards five sites and issued a receipt, believed to be that of MUDA for Rs. 3.87 lakh. She also collected Rs. 1.5 lakh from Suneetha. Totally, Anitha had allegedly collected Rs. 12.24 lakh from Nagaraju’s family alone. 

On Aug. 19, 2019, Anitha and her husband Devendra took Nagaraju’s family members to Vijayanagar and showed them a few sites and promised to get the Khata done after allotment by MUDA. They also gave them MUDA receipts and some documents related to the sites, according to a complaint lodged at the Police station.

Amid this, Nagaraju came across a newspaper clipping about a complaint lodged against Anitha at Lakshmipuram Police Station for cheating people in the name of brokering MUDA sites. Shocked Nagaraju approached Anitha and her husband, but the latter dismissed his apprehensions calling it as a prank by vested interests. 

Not satisfied with their reply, Nagaraju went to MUDA and cross verified the receipts and documents given by the accused, only to learn that they were fake. He later demanded his money back from the accused, who promised to pay back and issued two cheques along with two letters of undertaking drafted by notary.

The cheques got bounced and the accused couple went underground after winding up their business and also renting their own house to a tenant and blocking the phone numbers of Nagaraju and their family members.

Following this, Nagaraju lodged a complaint against Anitha and her husband on Dec. 27 at Vidyaranyapuram Police Station.

Mysore/Mysuru: Two years have elapsed since the new building of Post Office Passport Seva Kendra was built at Linganna Circle in Ittigegud near Mysuru Zoo, but is yet to open the door, thus defeating the very purpose of providing services to people in the heart of the city.

In a press release, former Mayor Sandesh Swamy has stated that “Mysuru Urban Development Authority (MUDA) constructed the building spending crores of rupees on Zoo Road. The delay in inaugurating the building gives rise to suspicion that there has been a deliberate attempt to utilise the facility for other purposes.”

Earlier, the people of Mysuru and surroundings were going to Bengaluru for passport. Understanding the need, Mysuru-Kodagu MP Pratap Simmha got the Passport Central Office sanctioned to Mysuru, which is currently functioning on a temporary basis at Metagalli Post Office in the city. With hundreds of people visiting the passport office daily, the lack of adequate space and facilities had turned into an issue, he said.

The new Passport Office building has a vast facility, with better parking facilities. The building constructed using taxpayers money should be inaugurated at the earliest to provide services to the people, before it turns into an abandoned structure, urged Swamy.
