The recent tragic incident resulting in the death of three individuals at the speed-breaker on Bogadi Road serves as a poignant reminder that speed-breakers can become death traps if proper protocols are not followed. This incident, reported in SOM dated Jan. 31, underscores the consequences of criminal negligence in implementing necessary safety measures.
When introducing a new speed-breaker, adherence to specific precautions, in addition to design standards, is paramount. Firstly, it is essential to paint the speed-breaker with bright stripes, and the paint should be reflective to ensure visibility during night-time also.
Secondly, the installation of warning signage by IRC (Indian Roads Congress) guidelines is crucial. As an additional precautionary measure, deploying a flagman for the initial days can help alert commuters and familiarise them with the speed-breaker, ultimately contributing to saving lives. Recognising the value of every life, it is imperative to take all necessary steps to prevent fatalities.
The design of the speed- breaker itself must align with IRC standards. The specifications for speed-breakers were conveyed by me on multiple occasions many years ago to the Mysuru City Corporation. While modifications, such as introducing some flat width at the top and altering the material of hump, may be necessary, the primary objective is to ensure a shock-free movement for vehicles while concurrently reducing speed.
